North Korea is currently constructing an additional prison camp in Chongjin. This facility appears intended to accommodate a surging inmate population driven by the ‘Reactionary Ideology and Culture Rejection Act,’ under which even simply watching South Korean dramas can result in a 10-year sentence or even the death penalty. Mirroring the conditions at Hamhung Prison, where inmates are forced to build their own future cells completely by hand, human rights abuses are expected to become even more pervasive.
