While it remains unclear whether all of the deployed North Korean forces have returned, the volume of weapons supplied to Russia through the Tumen River station and Rajin Port has recently declined. In this context, North Korea is strengthening its component manufacturing and assembly capacity at the February 11 Factory through the construction of numerous small buildings. This development appears not only to enhance SRBM production capacity but also to reinforce the production and assembly systems for medium-range ballistic missiles (MRBMs) capable of targeting Guam. This appears to be an effort to create favorable conditions for future talks with the Trump administration.
