Following the opening ceremony of the Kalma Tourist Area at the end of June – attended by Kim Jong Un – Russian tourists and the foreign minister visited the site starting in early July. This suggests that the air route to the tourist area is operational. As for land routes, the highway from the expressway to the tourist zone has been upgraded for vehicle use, but the railway appears to still be under construction. Consequently, North Korea seems to be focusing on renovating the aging rail line between Pyongyang and Wonsan. However, due to its failure to attract Russian tourists, the Kalma Area is expected to be used primarily for domestic purposes in the short term, serving to reinforce loyalty among North Koreans. At the same time, North Korea is likely to shift its focus toward attracting Chinese tourists.
