The success of the Wonsan Kalma Coastal Tourist area ultimately depends on its ability to attract foreign tourists. So far, North Korea appears to have drawn only around 100 Russian visitors. The main obstacles are likely accessibility and cost, which may be partly overcome through political cooperation between the two countries. The more fundamental issue, however, is the lack of attractive features to draw tourists. Although North Korea promotes the site as a four-season resort, in reality there are no nearby hot springs, and apart from the Masikryong Ski Resort, there are few alternatives for leisure or cultural activities in the winter. If the Masikryong Ski Resort is not operating satisfactorily, this winter is also expected to see the resort function largely for domestic visitors. Consequently, in order to revitalize what Kim Jong Un regards as his most important prestige project, North Korea is likely to pursue the development of additional facilities, including the Mount Kumgang Tourist Area, friction with the South Korean government is anticipated.
