Korea is making significant efforts to attract Chinese & Russian visitors, as evidenced by its use of light utility aircraft to film expansive aerial propaganda. Notably, the regime is expected to deploy the Mangyongbong-92 ferry to transport tourists from Primorsky Krai, Russia and is preparing a regular bus service between Rajin and Vladivostok, utilizing a vehicle-accessible road bridge set to open this year. Marking the second anniversary of the Treaty on Comprehensive Strategic Partnership, both nations are actively executing these concrete cooperation initiatives. N. Korea intends to aggressively leverage its tourism industry—centered around the Kalma area, Kim Jong Un’s premier showcase project—to generate foreign currency while circumventing international sanctions. Moving forward, these networks are expected to expand beyond rail and air corridors to encompass overland and maritime routes, which could subsequently be exploited as illicit conduits for exporting cheap North Korean labor. Consequently, this creates expanding blind spots in United Nations monitoring, underscoring an urgent international requirement to reassess and reinforce the current global sanctions architecture against the DPRK.
