Recent Russian media outlets have reported that the opening ceremony for the first-ever vehicular bridge between North Korea and Russia will be held in September. While the ceremony was initially anticipated to take place in June—coinciding with the second anniversary of the signing of the DPRK-Russia Treaty on Comprehensive Strategic Partnership—it appears to have been postponed again to September; however, a close analysis of the actual construction site indicates that even a September timeline remains highly improbable. This appears to prove that a gap still exists between the initial expectations of North Korea-Russia cooperation and its actual implementation, and that detailed policy coordination remains insufficient. Furthermore, North Korea’s construction of support facilities on such a small scale likely reflects an intention to control the flow of logistics arriving from Russia, which runs counter to Russia’s efforts to significantly expand the development of its Far East region. However, this delay represents a slowdown in strategic and military logistical networks rather than any friction in the bilateral relationship. As long as mutual military cooperation continues—such as the recent expansion of the North Korean troop deployment to 50,000 personnel—the cooperation between North Korea and Russia is expected to strengthen further.
