The vehicular bridge linking North Korea and Russia, inaugurated with a groundbreaking ceremony in April, has seen significant recent advancement in primary bridge construction, with Russian crews initiating deck installation. Construction of associated checkpoint and customs facilities has proceeded more slowly; activity is anticipated to pause during the winter and to recommence in earnest in the spring, when support-infrastructure works are expected to accelerate.

Since July, the Tumengang oil terminal has been preparing for construction of a large-scale fuel storage complex, including associated railway works. These developments are consistent with efforts to deepen energy cooperation with Russia to support economic reconstruction and industrial revitalization, and they may additionally bolster North Korea’s military capabilities. By facilitating expanded imports of petroleum, the project risks further eroding UN sanctions on DPRK fuel shipments and could negatively impact denuclearization prospects on the Korean Peninsula. Coupled with the ongoing bridge construction, there is a potential for further pipeline development; sustained, close monitoring is recommended.
