The simultaneous concreting of embankments in multiple areas suggests that the regime has ordered preventive construction against potential flood damage from this July’s monsoon season, with a particular focus on the Wihwa-do area, which faces China. While these activities are fundamentally for disaster prevention, they also serve as strategic measures to protect the Sinuiju area, which handles 70% of North Korea-China trade. This shows an aspect of a policy that prioritizes the protection of national infrastructure over individual housing.
