Although the torrential rains in the summer of 2024 caused extensive damage, North Korea built a large-scale greenhouse farm in the affected area and concentrated its Yalu River levee construction and luxury villas primarily around this site. While the 4,100 destroyed houses claimed by North Korea have all been demolished, the only newly constructed units are approximately 150 luxurious villas along the riverbank of Wihwa-Do. Furthermore, it raises serious questions as to the current whereabouts of the 15,400 displaced victims mentioned by Kim Jong Un.

The greatest obligation of a state is to protect its citizens and to guarantee at least their minimum right to the pursuit of happiness.
